The lockon virus is in-development French ransomware that currently encrypts C:\testrw, adds a new file extension to the end of filenames, and displays a ransom note that demands a ransom payment to recover encrypted files.
Once the lockon virus has encrypted files, it will show the ransom note in attempt to gather a ransom payment from the victim. The ransom note states that your data was encrypted and describes how to purcahse a decryption key to decrypt files.
